BACKGROUND
PRIMARYHOMES was incorporated in June 1 (as COMMONWEALTH ESTATE, INC(CEI then)), primarily as a joint effort between Primary Structures Corporation (PSC) and MATIMCO, two established Cebu-based enterprises-the former an important force in construction, the latter a leader in the lumber and wood products industry. Both companies envision high-quality but reasonably priced low- to middle-cost housing units of high quality but at affordable prices to the Cebuano public. The PRIMARY STRUCTURES groupassumed full ownership of PRIMARYHOMES as MATIMCO divested to focus on its core business in 1996.

CEI is incorporated in June 1, primarily as a joint effort between Primary Structures Corporation (PSC) and MATIMCO, two established Cebu-based enterprises-the former an important force in construction, the latter a leader in the lumber and wood industry. The Villa del Rio Project-a four-phase, 400-unit development spread out over five hectares-is successfully launched. The five types of housing units (Palacios, Turriano , Hidalgo , Amorsolo, and Sedeño) generate exceptional word-of-mouth, especially due to its pre-cast concrete technology and distinctive subdivision layout and affordable prices.
1993
CEI forms a subsidiary, Common Bacayan Development Corp (CBDC), to develop Phases 2 and 3 of Villa del Rio . CEI remains the developer of Phases 1 and 4; it also retains overall marketing duties for the entire project.
1996
PSC assumes full ownership of CEI as MATIMCO divests to focus on its core businesses. The new CEI board decides to develop high-rise condominiums for urban dwellers. The undertaking complements PHI's existing subdivision projects. Thus, the reorganization results in the following corporate structure:

The model unit of East Aurora Tower is unveiled as part of an 18-storey residential condominium project developed by EAPI. By situating itself in a prime location at Villa Aurora, Mabolo, Cebu City -an accessible site located in a good neighborhood- East Aurora Tower , with its four parking lots, is able to distinguish itself from the construction frenzy of the time.

East Aurora Tower is completed despite a regional economic crisis the previous year that forces other developers to delay or altogether abandon their projects.
Villa del Rio 2 at Pit-os, Talamban, Cebu City, developed by CBDC, is launched. The development comprises over 250 housing units spread over four hectares of land covering five phases.

Within a year of the Villa del Rio 2 launch, nearly 80% of the Villa del Rio 2 housing units are sold.
Riding the momentum of the success of Villa del Rio I and II, Garden Bloom Acres, with over 300 housing units spread out over a five-hectare property in Pitogo, Consolacion, Cebu , is successfully launched. It is an impressive display of versatility by CEI as an entirely new market is tapped with the unveiling of Garden Bloom Acres. More affordable than the Villa del Rio developments, Garden Bloom Acres demonstrates that CEI is equally adept at building both middle- and high-end housing communities.

With Central and Northern Cebu’s positive responses to CEI’s projects, the firm built another medium-cost subdivision in Talisay, to start reaching out to the Southern Cebu. The Company once again proved its market stability by launching this one hectare project in spite the forecasts of a flat real estate market.

Another development under the CDR series is Villa del Rio Mactan. Drawing on Mactan’s vitality, CEI again met the needs of its middel-end market.

CEI developed its first walk-up condominium, North Singson Flats which is also the first in the region.
2004
Taking advantage of the emergence of the business process outsourcing sector (BPO), the continued in-migration to Cebu, and the inflow of Filipino workers’ remittances, CEI added another milestone to its repertoire with another project for the mid-range market - The Brookfield Subdivision in Mactan. This 69, 000 sq.m. unique community with nearly 400 units featured seven house models to provide an array of housing choices to its market.

CEI build Acacia Place in Banawa, Cebu - its first high-end subdivision built to go beyond aesthetics. Acacia Place ensures the safety and security of the lives and property of the buyers. Again, the company was able to prove its versatility in terms of real estate development with this exclusive subdivision.
After 13 years in the business, CEI unveils a new logo introducing a fesh corporate identity with a symbol of golden triangular houses signifiying stabilty and growth. For CEI, changing the logo meant establishing more well-planned houses and communites for Cebuanos; and stronger determination of providing houses that suits everybody’s lifestyle.

Continueing the company’s commitment as an indsuty leader where one can find more value to a lifetime of a CEI - built community, the developer came up with 500-unit subdivision strategically located near airport, hospital, beaches and ohter establishments. Collinwood subdivision was unveild and CEI has proven more its expertise in house design as it showcased elegant Spanish-style house models of this community.

Vctorian-inspired 188 Sunflower Drive, another exclusive community with only 18 units, was initiated as CEI’s take of upscale West Coast living. Nestled perfectly at the heart of Cebu City, this subdivision successfully offered to the high-end market the convenience of good location as it assured the home owners utmost security and peace of mind through its world-class security features.
CEI through its subsidiary company, CBDC, launched La Montaña Homes, a socialize housing project in Pit-os, Talamban. After the success in putting up middle and high-end subdivision and housing projects, this community is the company’s social responsibility project aimed to give every blue-collared Cebuano a chance to own quality abode.

Woodcrest Residences, a mid-rise residential condominium was developed in Guadalupe, Cebu City to address Cebu’s emerging fast-paced lifestyle and increasing deman for urban dwelling. EAPI sold 20% of the units of Woodcrest Residences even before it has started construction. Understanding the market’s need that investing a house i not a luxury but a necessity, Garden bloom Villas was opened in Liloan, Cebu. This four - hectare development in Northern Cebu which is under the Corporate Social Responsibility Program of the company, offers the mid-market an affordable way to live in a community with just the right amenities.

CEI, as a member of the Primary Group of Companies, changed its name to Primaryhomes Incorporated (PHI). CEI has given way to reveal a deeply rooted commitment to serve, strengthened even further by a corporate family whose enduring legacy is embedded in its name. The new name speaks richly of the company’s roots which is a powerhouse in the real estate and construction industry in the region.
